He simply hadn't realized that central heating wasn't universally installed in this era, and he felt a little stupid for having assumed it, considering the state of the flat and the neighborhood in general.
Really, though, sweltering wouldn't be so bad, he imagined. After all, he could deal with heat; it was Ianto's comfort he was worried about. He blinked at the suggestion John had offered, considering it for a few moments. That was a decent idea, really.
